Brighton and Hove is not as consistant as the west country but it is almost the last place to pick up ground swell which has pushed up the channel. The winter months tend to be the best with storms generating big SW gales which will give 
ridable waves on sheltered spots, most of which work best about about an hour off low tide.
It has a good local scene with an equal amount of experienced and beginner surfers.
